    The manuscript claims to evaluate the implementation of the requirement that all New Jersey schools file asthma treatment plans for children under 18 years old.

    This is a thesis that appears to be published as it was presented to the thesis committee. The report is very lengthy and includes a great deal of information that is not needed - or could have been presented in a much more succinct manner. This makes it very difficult for the reader to determine what is important and relevant.

    Very little literature review related to children with asthma in schools is presented.

    There are no research or evaluation questions - therefore it is difficult to determine if claims are supported.

    The methodology is presented - it could have been presented in a more succinct manner. The Data validation section is not needed - it is lengthy could have been summarized in 1-2 sentences.

    A survey was completed. Why the survey was mailed in May when response rates would be expected to be low is unclear.

    This paper is not outstanding - it is difficult to identify the key findings. Tables are very small and unreadable - and there are too many. The figures could have been combined into one table. The discussion does not focus on the findings - but on the method.

    All unfortunate because so much wonderful information was collected. It should have been written up in several research-style papers rather than in this style which no journal would publish.
