This paper is based largely on a series of presentations given at the Global Health and Global Health Ethics Symposium and the United Nations Summir on Non-communicable diseases. There is very little data presented, mostly a series of opinions and general statements.

The references are almost exclusively the conference presentations.

    There is no abstract provided.
