What I think of the idea behind WebmedCentral:
An interesting experiment, to do thing a bit "upside down". As the history of science is teaching us, there are frequent examples of an inmportant and interesting research, "turned-off" by a harsh peer review or lack of understanding on the side of the reviewer (e.g. the famous MacNunn discovery of cytohematin=cytochrome).
Thus, it is a good idea to enable publication with a subsequent peer-review/criticism, which however does not interfere with the availability of the results and ideas of the authors.
